ORDINANCE

To the Verkhovna Rada Of Ukraine

Immediate measures in connection with military aggression of the Russian Federation

Taking into account the fatal danger hanging over Ukraine in connection with the military aggression of the Russian Federation against the sovereignty of Ukraine and the annexation of the part of the territory of Ukraine – the Autonomous Republic of Crimea, reinforced by the decisions of the President of the Russian Federation and Federation Council – the Upper Chamber of the federal meeting of the Russian Federation on the bringing troops into the Ukrainian territory and conducting of the so-called referendum on joining of Crimea to Russia,

The Verkhovna Rada of Ukraine expressing the sovereign will of Ukrainian people, declares that never and under no any conditions the people of Ukraine will accept Russia’s annexation of the territory of Ukraine – the Autonomous Republic of Crimea.

Crimea is and always will be an integral part of Ukraine.

Realizing that without a fight, no matter how difficult it may be, we will lose Ukraine, the Verkhovna Rada of Ukraine:

1 . Appeals to the President of Ukraine:

1) to declare full combat readiness of armed forces, to conduct the general mobilization of the reservists of Ukrainian citizens and create groups of the people’s militia;

2) in view of the existing material and technical condition of the armed forces of Ukraine, to appeal to the Governments of the USA and other memeber-countries of NATO for maximum material-technical support in the form of modern military technology and weapons;

3) to sever diplomatic relations with the Russian Federation;

4) to introduce a visa regime with the Russian Federation.

5) to denounce:

1) The agreement between Ukraine and the Russian Federation on the status and conditions of the stay of the Black Sea fleet of the Russian Federation on the territory of Ukraine from May 28, 1997;

2) The agreement between the government of Ukraine and the government of the Russian Federation about the clearing accounts connected the separation of Black Sea fleet and the stay of the Black Sea fleet of the Russian Federation in the territory of  Ukraine from May 28, 1997;

3) the Treaty of friendship, collaboration and partnership between Ukraine and the Russian Federation from May 31, 1997;

4) the agreement between Ukraine and the Russian Federation on questions of the stay of the Black Sea fleet of the Russian Federation on the territory of Ukraine from 21.04.2010.

2 . To contact:

1) the Council of the European Union and of the European Parliament:

1) with the application for membership in the European Union;

2) to establish a visa-free regime for the citizens of Ukraine, emergency help in settling the border with the Russian Federation and the prohibition of entry to European Union residents of the Autonomous Republic of Crimea with Russian passports;

2) North Atlantic Treaty Organization (NATO) – with the application for membership in the international political-military organization.

3. Cabinet of Ministers of Ukraine:

1) to establish the cost of the transit of Russian gas on the territory of Ukraine into the countries of Europe – 500 dollars for one thousand cubic meters. In case of the Russian Federation rejection to pay the price for transit of gas immediately stop it.

2) to ensure acceptance by the Ministry of defence of Ukraine, Ukrainian law enforcement agencies specific and stringent measures in accordance with the laws of Ukraine in order to stop any separatist activities aimed at destabilizing the situation in the East of Ukraine.

4 . To Ministry of Justice of Ukraine and to the General Procurator’s office of Ukraine to apply to the court regarding the ban of:

1) the Communist Party of Ukraine and Party of regions, whose leaders appeared as ally of the Russian occupiers and supported the so-called referendum on secession of Autonomous Republic of Crimea from the part of Ukraine and join as the part of the Russian Federation;

2) broadcast of Russian TV and radio channels, printed publications, which are used as tools of propagandistic war against Ukraine.

5 . To the General Procurator’s office of Ukraine to appeal to the Verkhovna Rada of Ukraine about the withdrawal of the parliamentary immunity from those people’ deputies of Ukraine, whom called to the dismemberment of Ukraine – Kolesnichenko, Tsarev, Deutch, and bringing them to the criminal responsibility.

6 . To establish that:

1) citizens of Ukraine, who will take part in separatist meetings on accession to the Russian Federation, who will get on the way of the movement of soldiers and equipment, are recognized as collaborators with the occupying forces, and must be deprived from Ukrainian citizenship and prosecuted to the criminal responsobility for the high treason against the State;

2) at the period of the military aggression the death penalty is introduced for traitors, saboteurs, looters, murderers, deserters and spies.

7 . The Cabinet of Ministers of Ukraine shall introduce without delay the changes in legislative acts to the fulfillment of the present Ordinance to the Verkhovna Rada of Ukraine.

8 . The present Ordinance shall enter into force on the date of its adoption.
